Recycling fleets sometimes don't return since change made, Workshop items not picked up by Queen

Description:
It appears that a recent update affecting Artifacts may have caused recycling fleets to fail to pick up Workshop items (e.g. Energy Charge, Ship Components) and thus to not return when resource debris has been picked up
As a Xerj I use a Queen to pick up Workshop items as it has the requisite capacity to do so (screenshot below), but I now have two "stuck" fleets (screenshots also below)
If it is intended that Queens can no longer pick up Workshop items then this should be documented and the fleet should return automatically when other debris has been collected as it did previously
Other alliance members have reported the same issue
Actions required to repeat the problem:
Send recycling fleet to debris including Workshop items with a ship that should be able to carry them (e.g. a Queen for Xerj) and the fleet will pick up resources but not the Workshop items but will not return automatically
